Yeh, I know that I'm here after barn door was closed, but I have to argue that not ALL border worlds were created equal. It is true, most of the Core worlds display garish opulence, and places like Whitefall or Jiangyin or some such seem rather, er, "rustic", but what do we find way out there on the rim, on Miranda? I mean, aside from no human life? What or who decides how much technology a planet or moon gets as part of it's terraforming?

I hate to respond to a great line of questioning with a cliche but I would believe that even in the Verse you could pursue logic & reason by the simple act of "following the money"

Interesting idea. I can rationalize Miranda by speculating that the Alliance was pumping a lot of financial resources into it to make their new "PAX inspired utopia" a showplace.

That's right. Maybe Miranda was part of an "start from the outside and work your way in" PAX campaign to terra form planets and mellow out their populations at the same time.
