Here is the straight dope about cell phone use aboard Carnival cruise ships.
The pertinent portion of the text:
| Quote: | Through an exclusive agreement between Carnival Cruise Lines and Wireless Maritime Services (WMS), a joint venture of Cingular Wireless and Maritime Telecommunications Network, Carnival guests sailing aboard the “Fun Ships” can now enjoy a new communications option that allows them to stay in touch with people back home using their personal cell phones while in port or at sea.
Utilizing WMS’ state-of-the-art high-bandwidth technology, the new fleetwide service is compatible with any cellular phone and enables guests sailing on Carnival to make and receive calls anywhere in the world from any cruising region....
....The new fleetwide cellular phone service requires no additional software or special dialing procedures – guests simply make and receive calls as well as transmit text and multimedia messages as they would on land using their personal cell phone. International roaming fees apply to all shipboard cell phone calls. |
If you want to use your cell phone on land, however... you're on your own. _________________ Coffee with CrankyBeach - Opinions. Attitude. Caffeine.

Also keep in mind those "International Roaming Fees" can be substantial. I'm on Cingular/AT&T and I upgraded my plan for $5/month to include Mexico for a rate of $.59 minute. Otherwise I'd be paying something closer to $5 minute. Your mileage may vary. _________________ Keep Flyin!

Revision: I just called AT&T to verify and I was incorrect. It turns out that calling from the ship is not covered under any international or mexico plans, it's a flat rate of $2.49/min when on the ship.
And if you have an iPhone make sure you are running version 1.1.1 or 1.1.2 and you have the data roaming feature turned off, otherwise you may end up with a multi-thousand dollar bill when you get home. Your iPhone likes to chat with the network (at $.02 per kilobyte) even when you aren't doing anything network-like. Some even say it will connect when turned off, not sure I believe that. _________________ Keep Flyin!

| i've also heard reports of iphones racking up huge bills while int. roaming even while turned off - so make sure you sort all that out and double check before you board!! |

I'm with Verizon and I added 'International dialing' onto my plan for the month. Which is free, they told me.
The flat rate for incoming and outgoing calls is $2.49 per minute.
Customer service from the ship is 011-908-559-4899. |
